Welcome to IBC TV Foundation


International Buddhist Culture TV Foundation (IBC TV Foundation) was established as a non-profit organization in 1997. IBCTVF is incorporated in the State of Washington in the USA. IBCTVF promotes Zen Buddhist teaching and promotes cultural understanding through the media and public communication. 

No bird soars too high if he soars with his own wings......

Frances Liao Goldman is the founding person of IBC TV Foundation. She ran a media business since 1994. During the media business, she saw so many negative messages that fill today's media. And the media influence to our daily life, especially our young generation's behaviors. This situation really affects our society and our world where we live. She thought that we need to care about tomorrow's TV today! Start from now.

Frances was born into a Buddhist family; she followed her Mom to be compassionate with all sentient beings, so she decided to be a vegetarian since she was young. She believes the Buddhist teaching would be a best value to bring more peaceful and positive message to our society..

In 1996 she started to put Buddhist educational programs into her cable TV program, in Seattle area for 2-3 hour a week, it got many audience calls to say "Thank you and hope see more Buddhist programs in this modern technology life". She wishes that she can contribute more air time to run the program, to help many people obtain this great and peaceful and powerful message.

Frances also helped charity organization to do social work as commisioner for 6 years. She helped people whoever came to ask. In that time, she was paying full attention to do her charity work. However, In her mind she always wondered if something still missing.

 Until one day in 1997 she took a special trip to Taiwan to visit the great Zen master Wei-Chueh (Founding master of Chung Tai Chan Monastery). Grand Master is so compassionate guiding her into the Zen treasury and encourage her to establish a TV foundation. Open a door to allow anyone who like to support to spread the dharma message. Frances is practicing Zen meditation since then (year 1997). She deeply appreciates the grand master Wei Chueh's great  teaching. And hope all beings understand the treasury of Buddhist teaching.

This is the causality of the IBC TV Foundation established in 1997. The mission of IBC TV Foundation is to spread Zen message through media and public communication.

The Buddhist principal teaching is compassion and wisdom and equality. To practice compassion, wisdom and equality and practice meditation are very important elements in our daily life.

Compassion -  "Compassion is the best medicine to increase human immune system." - Grand Master Wei-Chueh - Founder of Chung Tai Zen Monastery

Wisdom - Every one has wisdom, and can discover it through Zen meditation practice. Wisdom helps us understand causality and face the reality.

Equality - To be able to love every one as our family. No criticism and no comparison. Do not harm our self; don't harm others; receive no harm.
